Stamps.
Stamps can be used to pay the postage on Foreign, Colonial, and Ship Letters and Newspapers, but in using stamps, care must be taken, especially for foreign Letters, that the addition of the stamps do not increase the weight intended to be paid for, as Foreign and Colonial Letters in such cases are liable to be detained for postage (where the payment is compulsory) or sent forward charged with the deficiency.' Inland Letters insufficiently stamped, are charged double the deficiency. Stamps may be used to pay for Parliamentary Proceedings j they are not allowed to be used on Foreign and Colonial Letters inwards.
Books, &c.
Printed Books, Pamphlets, Magazines, Reviews, &c., whether British, Foreign, or Colonial, may be forwarded by Post between places in the United Kingdom (made up in the same manner as Newspapers) if pre-paid in Stamps at the following rates :—Not exceeding 16 ozs., 6d.\ not exceeding 32 ozs., Is.; and 6d. for every additional 16 ozs.; but no one parcel must exceed 24 inches either way.
Boohs for the Colonies.
Books may also be forwarded under the same conditions as above (except that there must be no writing either inside or on the outside, nor more than one book in one cover), to Nova Scotia, Canada, Bermuda, Newfoundland, Heligoland, Cape Town, Ceylon, British West Indies, Malta, Gibraltar, Mauritius, the Ionian Islands, and Hong Kong (via Southampton), at 6d. per. eight ounces, or double the inland rates.
