Letter from William Lamb, second Viscount Melbourne, Windsor Castle, to Henry John Temple, third Viscount Palmerston: Melbourne entirely approves of Palmerston’s draft; with any French ministers but the present it would have had its effect: with Broglie this business would have been settled at once. The instructions are a more serious matter as they may leave to peace or war. “The French, individually and collectively, are quick and irritable and appear to me often to act from immediate temper without much calculation of consequences”. 18 Sep 1838
