APPENDIX B.
EXTRACT FROM MR. S. ASH'S PROPOSALS FOR IMPROVING THE EDUCATIONAL AND SOCIAL CONDITION OF THE ROUMANIAN JEWS.
Before entering into the ways and means to be devised for the relief of the Roumanian Jews, I should like to urge the absolute necessity of treating the whole question of assistance from a general point of view.
Individual relief ought to be given by our brethren in Roumania, who are very well able to attend to this matter, and no money ought to come from abroad for such a purpose, unless calamities of magnitude make foreign interference necessary. People on the spot are able to investigate every case and to relieve each as the means exist; while foreign Jews would only squander their time, money, and energy, which ought to be directed solely to the relief of large bodies of men, by different means, proposed later on. I shall give you a typical case such as will come ever so often before the local committees: "B. has been hawking in spite of the law, has been caught red-handed, Primar (Mayor) becomes mollified on due consideration; Baksheesh, 20 frs. Sub-prefect scents the game, catches B. the next time in cor pore delicti, viz., the bundle on his back, threatens B., gets mollified; Baksheesh, 40 frs. Prefect on inspection knows whom to mulct, pounces on poor B. for contravention of State laws; Baksheesh, 80 frs." Now, money given in such instances is no relief at all, it always comes into the hands of the officials, who continue squeezing as long as there is a farthing to be got, and it only makes the officials greedy for more Baksheesh. So I have to repeat, no money for individual relief.
The Relief
to be devised I shall divide into two classes—
1. Immediate Relief.
2. Relief available after a certain space of time.
1. Immediate Relief I shall class under two heads—(a) Emigration; (&.) By (1) Pressure exercised by Foreign
Jews; (2) Diplomatic Pressure. (a.) Emigration—I should only
recommend in cases of
