REPORT OF THE REV. A. LOWY ON THE CONDITION OF THE JEWS IN WESTERN RUSSIA.
In presenting a report of my recent visit to the Continent I feel bound to express my sense of obligation to many kmc! friends in this country, in France, and in Germany, who aided me in the collection of information regarding the actual state of Jews in Russia. I must mention, however, that the data, whether supplied in writing or by word of mouth, were not accepted by me on simple faith. During my stay in Russia I made it my task to correct and augment the previous information. I there obtained frank and unhesitating answers to any of my questions; for neither my Jewish nor my Christian informants, all of whom belonged to the loyal classes, had the remotest conception that the substance oi their conversation, after being duly tested, would be embodied in a report. The importance of this subject leads me to hope that the investigations I have commenced will not be allowed to drop ; and that others, in pursuing similar inquiries, will be enabled to publish their facts on the basis of carefully compiled statistics of Jewish life in Russia. After this brief introduction, I have to advert to the following subjects :—
J,—The measures adopted to alleviate the distress of Jews who left Russia in consequence of the famine and epidemic with which the western parts of that Empire were visited in 1868 and 1869.
II._The condition of the West Russian Jews in a social,
communal and educational point of view ; and the chances of improving their prospects by enabling them to quit the over-crowded towns, and settle in the interior of Russia.
-Opinions of the Russian Jews on the effect of the new military law.
