There is probably no place round the »>»\. noticeable a* at Southampton, and then- in no time like the present week for such a demonstration. For it is the eve of Cow09 Week, and that very considerable section of the phasine fleet which calls Southamp-ton In me .s in <.nr waters. It ranges from the stately steam yacht—a liner in miniature—of the A met Can millioitaite. turbine cngined, and capable of 15 knots ill mid-Atlantic, to the little motor racing machine, which is almost J.uiied in its own bow-wave, and which can develop twice the speed. Between the two extremes is the whole range of power and Ruling craft which goes to make the British pleasure fleet the finest in tlie world. All this is an addition to the usual population of the river, whicli gets more crowded"* every year.

Surely the smoker's Vallialla is in France. In that country tliere exiats a class of official whose activities are little known to the outside wot Id. They are the tobeOootaslsrt, ami tliey pa'»H judgment on every kind of tobacco maau-factured. They awnprise a cliainnan and five assistants, ami from morning to evening thsj have iw .thing to do but smoke cigars, cigarettes, uxl pip» in order to arrive at an estimate ol the different kinds of tobacco. No doubt the pleasautest part of the day's work cornea when it falls to their lot to test the higli priced Havana cigars sold by the State.
That the window.box freshens up the dingier districts of a city is well known, but the note of colour is sadly wanting in most of Southampton's poor 01 quarters. There are still window boxes, it is true, some ol them latlier , pathetic attempts and tnqiping out in the mom* J unexpected places, hut reel enterprise in this direction seems to have drifted into the commercial quarters Staid offices, which are nominally, altogether engrossed in the proaaro object of money-graMUng, showed an increased inclination to break out into blossom. Indeed a hunch of out flinw* is often to bo found ou desks, especially wltere the staff boasts a sub urltan detachment and a pretty lady typist.- . Great rivalry, too, exists between the different hotels 111 id public-houses injiie matter of external floral display, aiul the effect of all this is alto-g,tlier charming. J
