The news from the Cnpc'is still far from Mtii-factory. Despite the many brushes which the colonial forccs have bad with the native*, ia nearly all of which they have been successful, d* cud of the rising seems as far off as ever. The chief offenders keep well out of reach; and M' long as they arc uncaptured the war wjll ge oc. SOUTHAMPTON TIMES AND HAMPSHIRE EXPRESS.
SATURDAY, AI'RIL 20, 1878.
Parliament has been dismissed to its Easier holidays, after a sitting of unusual length and interest. Its retrospect is a very troubled one. Foreign complications have almost completely engrossed the attention of both Houses. The Factories and Workshops Dill introduced by Mr. Cnoss is the most valuable piece of domestic legislation which this year has witnessed, and well merits the high citlogium passed upon it by tho Earl of Shaftesbury. Apart from this it is difficult to what the Covornment has done in the shape of legislation. It is true that the Duke of Richmond's- Bill for the protection of English cattle against disease, and the English farmer against foreign competition, has made some progress ; but tho formidable opposition which it has aroused renders it somewhat unlikely that tho Statute Book tver see the measure in its present shape. The debates upon the Eastern Question have a p. parently absorbed the minds of members. Sum-moned in an unusual manner \ud at an unusually early dale, the country was led to expect a declaration nf paramount importance upon the reading of the Qukkn's Speech. The hopes of the war party were dashed to the ground by tho extreme mildness of the references made to tho war in the East, subsequently, however, to be rained to their full neiuht when notice was given of the intention of the Government lo ask for a credit vote of six millions. Concurrent with this intimation came the order to the British fleet to enter the Dardanelles, which cost the Cabinet the service! of Lord Carnarvon and the temporary retirement of Lord Derby.
